ROSATOM and the Ministry of Hydrocarbons and Energy of the Plurinational State of Bolivia signed a memorandum on personnel training and education in nuclear energy and related sectors and a memorandum on cooperation in public acceptance of peaceful use of nuclear energy.
The Memoranda were signed by Kirill Komarov, First Deputy CEO for Corporate Development and International Business of ROSATOM, from the Russian side, and Luis Alberto Sanchez, Minister of Hydrocarbons and Energy of the Plurinational State of Bolivia, from the Bolivian Side. The signing ceremony took place in the presence of Álvaro García Linera, Vice President of Bolivia.
The Memoranda represent the frame agreements on cooperation in two key areas of Bolivia’s nuclear energy program: public acceptance and personnel training. The Memoranda constitute the basis for the further development of the bilateral cooperation in the above areas.
In particular, within the framework of the Memorandum on public acceptance, the parties agreed on bilateral cooperation in preparation and implementation of public and media relations campaign as part of the Nuclear Research and Technology Center Project in Bolivia.
In his comments on the Memorandum signing, K. Komarov noted that public acceptance is a crucial condition of the national atomic programs in the countries that take the path of atomic technology development. “This is certainly very important for Bolivia. The nation of the country will benefit from the Nuclear Research and Technology Center that is why the information about the project and atomic technology should be true, open and available. Rosatom has accumulated extensive experience in public relations in the regions of nuclear infrastructure construction both in Russia and abroad. We are ready to support Bolivia and share our best practices in promoting public awareness of the Project absolute safety for people and environment as well as its benefits that will be actually appreciated after the Center opening”, he said.
The Memorandum on personnel training and education in the use of the nuclear energy and related sectors envisages the cooperation of the parties in the following areas: personnel education and training as part of the nuclear infrastructure formation in Bolivia; making and further development of education and training program for the Center personnel; education of Bolivian students at Russian educational institutions; joint training programs for teachers; development of educational, methodological and scientific literature on peaceful uses of nuclear energy; organization of courses in fundamental sciences and nuclear education disciplines for students.
