Over 65 utility industry experts and 300 key stakeholders will gather to discuss the key issues affecting the industry, including the impending release of new health and safety standards, procedures and working instructions from the Public Authority of Electricity and Water, at the third annual Oman Power and Water Summit between 5 – 7 May 2013 at Al Bustan Palace, Muscat.
The Public Authority for Electricity and Water further demonstrated this in 2012 by releasing a Health, Safety & Environmental Policy committed to ensuring a safe working environment through credible resourcing including a financial, logistical and moral obligation. The authority’s vision is to achieve a culture in which they are successful only if everything they do is without harm to people, the environment or property. PAEW will measure their success in achieving this vision through the principle of zero harm to anyone as a result of their activities, zero injuries or incidents of occupational ill health reported and zero days lost as a result of workplace incidents.
In addition to achieving safe practices internally, this responsibility also extends to contractors and third parties. By June 2013, all contractors and third parties who work with PAEW must demonstrate that they can manage HSE in line with their Corporate HSE Policy, international standards and internal standards MD 286 & RD 114 as PAEW have demonstrated.
This HSE Policy was developed by PAEW’s Head of HSE, Micheal Huggins, who has extensive knowledge of the water industry both in the UK and Middle East and is currently seconded from Veolia Water to PAEW on a five year project to develop national water infrastructure. Micheal is responsible for the management of HSE of up to 1,800 employees and 2,000 contractors, ensuring standards are maintained and surpassed in accordance to ISO9001, 14001 and OHSAS18001.
On day two of the Oman Power and Water Summit, Micheal will chair a series of HSE related sessions. Peter McNair, Chairman of the Institute of Occupational Safety and Health (IOSH) Oman will deliver a presentation on developing a health and safety culture within Oman’s power and water supply chain. In addition, Naaman A. Al-Naamany, Corporate Safety and Environment Manager from Petroleum Development Oman (PDO) will present a case study on translating HSE policy into managing a power system. Nicolas Le Goff, Senior Manager of Water Quality at PAEW will assess the relationship between public health, quality and water access. The sessions will conclude with a panel examining health and safety procedures, responsibilities and laws in relation to utility developers and operators in terms of HSE compliance requirements, benchmarking international policies, legal ramifications of an accident or death at a place of work, and how HSE standards can be raised in the Sultanate’s utility sector. Other panellists include: Graeme Sims, Executive Director of Regulatory & Supervisory Bureau (RSB), Dubai Ahmed Al Mazrouy, GM of Majan Electricity Company, and Khalifa Nasser Ismaili, Plant Manager at Wadi Al Jizzi Power Company.
The summit will also explore Oman’s energy policy review, customer service, asset management and renewable energy projects over three days of lively discussion, case studies and benchmarking best practices.
